You have to go to the make-over Mage, who is located southwest of Falador. You'll have to pay 3000 coins to switch genders, though.

Below the Bank in Falador that is next to the barber, outside of the gates of Falador is a small house with sheep around it. The wizard in there will change your gender, skin color, and hair color, but it cost money so make sure you bring atleast 1000 gp.
You have to go to the wizard that changes you, i forgot the place, but its near the path you take to falador, just take the other path, and go to that house..
